I went over and saw Sir Kalcolm Ramsay at the Treasury this morning. He tells me that what they have spcially in mind, in proposing this Committee, is the encouragement of subscriptions from abroad, more especial ly to Exchequer Bonds. They quite appreciate our point

of view as set out in our confidential Circular of the

12th of July, and in no way want to suggest that we

should take action through the local Governments. They

quite think that the local Banks can do all that is

needed, but they suggest that we ought to be represented

on this Committee, and be in touch with what is going on,

perther and they think it possible that some of their methods

of facilitating Colonial subscriptions may result from it. The Treasury are anxious that the new

Committee should begin to meet in a week or ten days'

time, and in addition to representatives of the Treasury

Foreign Office and Colonial Office, they propose to ask

Sir Charles Addis, the London Manager of the liong Kong

and Sha ghai Banking Corporation and Mr. C.G.Hamilton

of the Bank of Australasia to join the Committee.
